City and County of Honolulu Continuity of Operations (COOP) Plan

bluecrane
has been selected to provide professional services to the City and County of Honolulu in the initial phase
of the development of its Continuity of Operations Plan. The project will assist the City in developing a
prioritized list of business functions, under the recently released FEMA guidelines for COOP development.
Key areas of focus will include Public Safety, infrastructure support for Public Safety, Health, and mobility
of and communications for government and citizens.
County of Hawaii Emergency Operations Planning

bluecrane is developing a revised Emergency Operations Plan (EOP) for the County of Hawaii.
bluecrane is working closely with Hawaii County Civil Defense to update the County's plan consistent with the latest NIMS standards
and guidelines. In addition to developing a Basic Emergency Operations Plan, checklists for each position within the NIMS-compliant EOC
organization, and a Terrorism Response Plan, bluecrane is additionally working with various County Departments to update their
stand-alone emergency response plans
Riverside County Office of Emergency Services Multi-Jurisdictional Local Hazard Mitigation Plan (LHMP) Development

bluecrane developed the Riverside County Multi-Jurisdictional LHMP, working closely with the Riverside County
Office of Emergency Services (OES) Manager and her staff. The plan encompassed the jurisdictions of Riverside County (the
12th most populous county in the nation with a population of over 1.5 million) and over 40 participating jurisdictions within the
County. bluecrane analyzed Riverside County hazards and authored the Multi-Jurisdictional LHMP. bluecrane
and Riverside County OES worked with County departments and representatives from other jurisdictions involved in the LHMP
effort to develop mitigation strategies for each hazard analyzed and to define specific mitigation projects in a five-year action plan.
The LHMP was approved by State OES and FEMA in the spring of 2005.
Butte County Office of Emergency Services Multi-Jurisdictional Local Hazard Mitigation Plan (LHMP) Development

bluecrane developed the Butte County Multi-Jurisdictional LHMP. The plan encompasses the jurisdictions
of Butte County and five cities within the County.
Imperial County Office of Emergency Services Multi-Jurisdictional Local Hazard Mitigation Plan (LHMP) and
Flood Mitigation Plan Development

bluecrane developed the Imperial County Multi-Jurisdictional LHMP. The plan encompasses the jurisdictions
of Imperial County and seven cities within the County. In addition, bluecrane developed a Flood
Mitigation Plan for the County.
City of Avalon Local Hazard Mitigation Plan (LHMP) Development

bluecrane developed a Local Hazard Mitigation Plan for the City of Avalon on Catalina Island off the coast of Los Angeles.
Often times, the types of projects that we undertake are the most complex and difficult efforts our client has faced, and they look to
bluecrane to provide an infusion of creative, yet practical, perspective to get the job done.
This LHMP development engagement presented us with a jurisdiction that is comprised of some very one-of-a-kind attributes, including:
- The geographical setting: a harbor city on Catalina Island, located in the Pacific Ocean, 22 miles off the
California coast near Los Angeles;
- A city surrounded by a land conservancy or rolling grassland and home to a large herd of American Bison;
- A city visited by nearly a million tourists annually and port to 50 large passenger cruise ships each year;
- A city within 20 miles of the San Andreas Fault, with a history of high tides, tsunamis, severe weather events,
and wildfires;
- A city dependent on a desalination plant for almost half of its fresh water supply and local electrical
generation facilities for all of its power; and
- A fiercely independent population of 3,500 citizens with a deep respect for the environment, yet with a
matter-of-fact sense of the underpinnings of the local economy.
The LHMP was approved by State OES and FEMA in the fall of 2004.
San Luis Obispo County Local Hazard Mitigation Plan (LHMP) Development

bluecrane developed a Local Hazard Mitigation Plan (LHMP) for San Luis Obispo County.
bluecrane assessed the hazards that the County faces, developed mitigation strategies, created an action plan
to implement mitigation projects over the subsequent five-year period, developed a list of assets at risk for each
hazard assessed, and sheparded the LHMP through the public comment process and approvals by the County
Board of Supervisors, State OES, and FEMA.
City of Rancho Cucamonga Local Hazard Mitigation Plan (LHMP) Development

bluecrane provided professional services to the City of Rancho Cucamonga as it developed its
Local Hazard Mitigation Plan (LHMP). bluecrane assessed the hazards that the City faces,
developed mitigation strategies, created an action plan to implement mitigation projects over the subsequent
five-year period, and worked with City staff to shepard the results through the public comment process.
The LHMP was approved by State OES and FEMA in 2004.
Los Osos Community Services District Local Hazard Mitigation Plan (LHMP) Development

bluecrane developed a Local Hazard Mitigation Plan (LHMP) for the Los Osos Community
Services District (LOCSD). bluecrane assessed the hazards that LOCSD faces, developed
mitigation strategies, created an action plan to implement mitigation projects over the subsequent five-year
period, developed a list of assets at risk for each hazard assessed, and sheparded the LHMP through the
public comment process and approvals by the LOCSD Board, State OES, and FEMA.
Riverside County Office of Emergency Services Emergency Operations Planning / Terrorism Response Planning

bluecrane developed the Riverside County Operational Area (OA) Emergency Operations Plan (EOP).
bluecrane's services included overall Project Management and Coordination, author of the updated County/OA EOP,
author of a template EOP for the County's contract cities, and author of EOPs for the cities of Temecula and Perris. In addition,
bluecrane developed Terrorism Response Plans for the County, as well as the cities of Temecula and Perris.
City and County of San Francisco Emergency Operations Planning

County of San Francisco to develop a revised Emergency Operations Plan (EOP) for the jurisdiction.

State of California Health and Human Services Agency Data Center (HHSDC) Facilities Assessments and Project Management

bluecrane managed a large, multi-contractor team on this project to provide an assessment
of the current state of data center facilities, determine the requirements for HHSDC’s data center
facilities, define and document site selection criteria for relocating HHSDC’s data center facilities,
and made recommendations for HHSDC’s relocation including factors affecting business continuity and
disaster recovery.
